Hanoi speeds up transportation projects

Completing major transportation projects would help lay the groundwork for Hanoi's socioeconomic development.

Chairman of Hanoi People's Committee Tran Sy Thanh has asked local authorities to mobilize human resources and construction equipment to speed up the progress of transport projects and ensure the quality of the projects.

The mayor recently issued Plan No.272 to accelerate the city's key projects in 2023-2025. Accordingly, 15 transportation and 27 other projects in various fields must be expedited.

"The completion of major transportation projects would lay the foundation for Hanoi's socio-economic development," the mayor stressed.

He noted that out of 15 transportation projects, only the Vinh Tuy Bridge Phase 2 and the elevated road along Ring Road 2 from Vinh Tuy Bridge to Nga Tu So intersection have been completed.

Despite Hanoi's priority to allocate capital to key projects, their progress is still slow in terms of investment procedures and capital disbursement. To accelerate progress, the Hanoi People's Committee has asked investors to coordinate with relevant agencies to complete investment procedures, urge contractors to speed up construction progress, draw up a specific disbursement plan, and commit to taking full responsibility for disbursement results.

The municipal government has also been active in dealing with obstacles, especially in site clearance. They have instructed district people's committees to commit to and take responsibility for the progress of site clearance for key projects.

According to a report from the Hanoi Traffic Construction Investment Project Management Board, localities have cleared 726 out of 791 hectares of land, reaching 91.81%. Of this land reserve, more than 654 hectares, or 90.02%, have been handed over to the authorities. Contractors have also mobilized thousands of workers to work simultaneously on 21 road and 8 bridge construction projects.

Deputy Director of Hanoi Traffic Construction Investment Project Management Board Nguyen Anh Duc told The Hanoi Times that investors are actively coordinating with Ha Dong District and Chuong My District People's Committees to remove obstacles in site clearance soon.

"After more than a year since the start of construction, the Giai Phong - Kim Dong intersection underpass project is 35% complete, which is basically on schedule. Hundreds of engineers and workers have been mobilized and it is expected to be completed by the end of December 2023 instead of 2025 as planned," Duc said.

He added that from the beginning of 2023, the Hanoi Traffic Construction Investment Project Management Board has allocated capital to project management departments and developed a specific progress plan for each project.

"In 2024, the Hanoi Traffic Construction Investment Project Management Board will focus on implementing the national key project Ring Road No.4 - Capital Region, as well as projects under the urban development program for the period 2023-2025," Duc said.

The Vietnamese government has allocated VND47 trillion (US$2 billion) in public investment capital to the city for 2023. Of this amount, Hanoi aims to disburse 95-100% of the annual plan by the end of the year.

The Hanoi Traffic Construction Investment Project Management Board, which oversees the implementation of several important projects in the city, including the second phase of the Vinh Tuy Bridge construction project, the curved flyover at the Chua Boc - Pham Ngoc Thach intersection, and the Au Co - Nghi Tam Road extension, has urged contractors to use maximum resources and solve any problems or obstacles promptly to ensure that the projects go as planned.

"We have drawn up a plan to prioritize the implementation of projects in line with the city's direction. Regarding disbursement, relevant departments are expected to make a detailed plan on achieving their respective targets," Duc told The Hanoi Times.

Focus on key transport projects

Hanoi has a total of 238 ongoing public investment projects in 2023. Among them, 96 projects with a total investment of VND7.5 trillion (US$321 million) are related to transportation, accounting for 53.1% of the plan.

In early 2023, the city focused on accelerating the implementation of various key projects, especially the Ring Road No.4 - Hanoi Capital Region project worth VND86 trillion (US$3.64 billion). Its progress has been on schedule.

Other important transport projects include the renovation and upgrading of National Highway 6, Ba La - Xuan Mai section, with a length of 21.7 km and a total investment of VND5.3 trillion (US$224 million); the construction of Thang Long Boulevard highway from Highway No.21 to Hanoi - Hoa Binh Expressway.

The city authorities have been actively working on site clearance and timely completion of these projects.
