Hanoi seeks regulatory breakthroughs for big ticket projects: Mayor

The goal is for Hanoi to speed up major infrastructure projects, including the Ring Road No.4 – Hanoi capital region and metro lines.

Hanoi is looking for solutions from the government to remove legal bottlenecks in the implementation of large-scale projects in the capital city.

Chairman of Hanoi People's Committee Tran Sy Thanh made the remarks at a meeting with government leaders on May 6.

For the Ring Road No.4 – Hanoi Capital Region project, the city proposes that Hung Yen Province is authorized to approve subcomponent projects in case they exceed the total investment.

The Hanoi City People's Committee will serve as the focal point to report to the relevant authorities for review and decision on the adjustment of the project's investment policy in case of necessary changes.

During the implementation process, Hanoi is expected to have the authority to adjust the investment costs for subcomponents 1.1 and 2.1 if they exceed the original estimate.

Thanh also mentioned the need to resolve obstacles and difficulties in the implementation of sub-projects under the public-private partnership (PPP), particularly in the construction of three major bridges of Hong Ha, Me So and Hoai Thuong.

Hanoi proposes that the city act as the investor for the project, but this would require the Ministry of Planning and Investment and the Ministry of Finance to advise the government to consider amending the Law on PPP and Decree No. 99/2021/ND-CP on the payment of sub-projects using public investment capital in PPP projects.

The mayor also proposed special measures for Ring Road No. 4, including allowing investors for subcomponent 3 of the project to apply a similar mineral extraction mechanism to those working on other subcomponents of the project.

Thanh urged the government to soon decide on investment policies and capital sources for seven unimplemented metro lines (No. 1,2,4,5,6,7,8) to speed up project construction procedures.

In addition, Hanoi expects the Government to soon approve the adjustment of the investment policy for the Hanoi Pilot Light Rail Project and to prioritize the use of ODA capital sources for Line 5 (Van Cao - Ngoc Khanh - Lang Hoa Lac section).

Given the incomplete legal framework for the operation of the Land Development Fund, Thanh called on the Prime Minister to allow the city to use capital from the fund in advance for land clearance in public projects.

Regarding the amendment of the Capital Law, the mayor called for the Government to authorize Hanoi in the decision-making process for social housing of urban development projects using lands of at least 300 hectares and population size of 50,000 and above; hi-tech industrial parks; converting use purpose of agro lands from at least 10 hectares.
