Hanoi plans to implement two Codes of Conduct in Public Places

The Steering Committee for Municipal Party Committee has recently released Announcement No.43, stating conclusion of Chairwoman of the Hanoi People’s Council Nguyen Thi Bich Ngoc at the meeting to assess performance in 2017 and implement tasks for 2018.
Accordingly, 2018 is considered the year to implement two Codes of Conduct in Public Places. The Steering Committee requests units to carry out the codes of conduct comprehensively and effectively, and gradually build an elegant and civilized lifestyle of the Hanoians.
Standing members of the Steering Committee shall cooperate with agencies and sectors, and prepare the Steering Committee’s action plan for 2018 according to plan of the city.

The Municipal Party Committee’s Propaganda and Training Commission shall assess popularization of the codes of conducts in 2017, make popularization plan for 2018 with special attention to codes of conducts in public places, and utilize communications on social networks, Hanoi Radio and Television, press and communications agencies for effective popularization. The communications  will be conducted in proper and efficient ways.
The Municipal Party Committee’s Commission for Mass Mobilization shall prepare plan, direct Fatherland Front Committee and social, political organizations to build plan on popularizing the Codes of Conduct in Public Places, and encourage members of the organizations, associations, residential areas and groups to put the codes of conducts into practice.
The Department of Culture and Sports shall review the performance comprehensively, points out achievements  and shortcomings after one year of implementing the codes of conduct, and suggest measures to solve the problems.

The Department of Home Affairs shall assess performance of state agencies in implementing the Codes of Conduct in the last year, and prepare implementation plan for 2018. The plan should specify roadmap, inspection and examination, as well as criteria for emulation. Furthermore, the Department shall make policy to punish staffs and officials of city’s agencies, who violate the Codes of Conducts.
The Department of Education and Training shall submit report on, assessing implementation of the Guideline on Teaching Students An Elegant and Civilized Lifestyle in schools, suggest measures to handle school violence,and build plan of popularizing the Codes of Conduct in the educational system of Hanoi.
Departments and sectors shall review key projects as well as targets of program, focusing on following issues: public schools meeting the national standard (kindergartens, primary schools and high schools), and re-recognition of the national standard public schools after five years, communes, wards and towns which meet national standards according to new regulations, number of doctors per ten thousand people, and poverty reduction. 
Report will be submitted to the Party Committee, so that it can give roadmap and measures to fulfill targets given at the Hanoi’s Party Congress.
For projects of which capitals are not allocated or approval is not given yet, authorities shall double check them, suggest measures to solve problems, and report to the Party Committee.
The assigned units promptly perform their tasks, review and prepare plan, and report to the Permanent Steering Committee  before January 25, 2018.
