Hanoi outlines roadmap for salary reform

Hanoi will strive to implement the policy of raising the public sector’s wage level in accordance with the consumer price index, economic growth rate and the city’s budget by 2025.
Chairman of the Hanoi People's Committee Nguyen Duc Chung has approved the plan to implement nine key salary reforms, according to sources from Hanoi People's Committee Office.

By 2021, the new salary regime will be applied in accordance with laborers' position and leadership position for officials, civil servants, employees in all the agencies under Hanoi’s management.

The lowest wage of officials, civil servants, employees will be equal to the lowest level of the business sector in Hanoi and gradually increase in accordance with the city's budget.

Chairman Chung asked the corporate sector to review and evaluate the area that will apply the regional minimum wage from 2019 to 2020, ensuring socio-economic development. The city’s authority will manage labor and salary for state-owned enterprises under the Vietnamese government's scheme to reform the wage policy.

Hanoi will strive to implement the policy of raising the public sector’s wage level in accordance with the consumer price index, economic growth rate and the city’s budget by 2025.

From 2021, enterprises will implement salary policy on the basis of negotiations and agreements between employers and employees and employees' representatives to ensure the regional minimum wage in accordance with regulations.

The Vietnamese government will not directly interfere with enterprises’ wage policy. Labor and salary in state-owned enterprises will be managed by assigning salary expense in correlation with their production and business tasks until 2025.

Hanoi will implement labor and salary management in state-owned enterprises according to their production and business tasks in 2030.
