Hanoi makes effort to prevent and control natural disaster

The Office of Hanoi People’s Committee has recently issued Document No. 1761/VP-KT on increasing advisory and operation for natural disaster prevention and control.
The Municipal People’s Committee received Official Letter No.41/TWPCTT dated February 27, 2018 of the Central Steering Committee on  Natural Disaster Prevention and Control, urging more effort to increase advisory and instruction for natural disaster prevention and control in Hanoi.

According to the official letter, in an effort to improve capacity of leadership and advisory to meet demand, the Central Steering Committee for Natural Disaster Prevention and Control asks local Steering Committees for Natural Disaster Prevention and Control, Search and Rescue of cities and provinces to perform following tasks in accordance with the actual condition of the area:
Reviewing and assigning specialized officers in charge of natural disaster prevention and control at all levels, especially at suburban districts and commune levels; making plan on improving capacity of officers in standing agencies at all levels;
Increasing equipment and supplies to raise capacity of standing offices of Steering Committees for Natural Disaster Prevention and Control, Search and Rescue at provincial level;
Urgently overcoming consequences of natural disasters in 2017; learning experiences for natural disaster prevention and control, and suggesting measures to improve performance in 2018 and the following years, especially for provinces suffering serious loss in 2017;
Increasing popularization and communications activities to improve people’s awareness of natural disaster prevention and control; applying science and technology advancement in providing information and launching SMS system, thus giving timely information to the people in hamlets, villages and ethnic, remote areas
Making plan on natural disaster response according to risk levels, as well as plan on natural disaster prevention and control at various levels, plan on responding to flooding, typhoons, landslides, flash floods;
Preparing workforce, supplies, equipment, prime products according to the Four On-site Motto, and organizing training courses as approved; reviewing and developing database of natural disaster prevention and control at provincial level; establishing Fund of  Natural Disaster Prevention and Control, collecting the fee, and use it for  natural disaster prevention and control actions;
Organizing training courses for officers who take part in the  natural disaster prevention and control at all levels;
Issuing regulations on duties, natural disaster response and meetings of the Steering Committees for Natural Disaster Prevention and Control.
Permanent Vice Chairman of the Municipal People’s Committee Nguyen Van Suu assigns Department of Agriculture and Rural Development on collaboration with Command of the Capital, Department of Finance, related agencies and departments to study the instruction, and act as advisor to the Municipal People’s Committee to submit report to the Central Steering Committee by March 16 of 2018.
