Hanoi gets ready to start building Ring Road 4 on June 25

The municipal party chief considers the project a political duty and urges local units to ensure timely, high-quality completion by 2026.

Hanoi will hold a groundbreaking ceremony for the construction of Ring Road No.4 on June 25, marking the start of a project that will be transformative for the development of the capital region.

The statement was made on June 20 by Dinh Tien Dung, Secretary of the Hanoi Party Committee, during a visit to the construction site.

According to a report by the Hanoi Traffic Construction Investment Project Management Board, the agency in charge of overseeing the project's construction process, all relevant districts in Hanoi have now successfully consolidated land, with 651.33 hectares out of a total of 798,043 hectares (81.62% completion rate) handed over to contractors.

Grave relocation is also underway, with 6,035 graves moved out of 10,039 (60.12% completion rate).

Meanwhile, the Project Management Board has completed the selection of construction contractors and supervision consultants for the project.

With the land already handed over by the districts, the contractor had completed the site preparation works from June 18, 2023, to ensure the start of construction on June 25, 2023.

During the visit, representatives of the seven districts through which the Ring Road No. 4 project will pass expressed their satisfaction with the progress of site preparation, which has exceeded the city's plan, and demonstrated their strong commitment to the successful implementation of the project.

Dinh Tien Dung, Secretary of the Hanoi Party Committee, expressed his appreciation for the people's support while preparing the Ring 4 project.

He also highlighted the close coordination between Hanoi and the provinces of Bac Ninh and Hung Yen in the implementation of the project, which allowed construction to begin on schedule on June 25.

Dung stressed that the groundbreaking ceremony is the first step, and the focus should be on executing the project's upcoming tasks. The Hanoi Party chief urged the investor to ensure that the contractor is fully prepared with machinery and materials, stressing the importance of immediate and continuous construction once it begins.

He also urged all levels, branches, agencies, and units to consider implementing the project as a political duty to ensure timely and quality completion in 2026.

With a total length of 112.8 kilometers and an area of 1,341 hectares, the Ring Road No. 4 project will cross Hanoi (58.2 kilometers), Hung Yen (19.3 kilometers) and Bac Ninh (25.6 kilometers). The bypass will connect the Noi Bai-Lao Cai highway (Thanh Xuan Commune, Soc Son District) with the Noi Bai-Ha Long highway (Que Vo District, Bac Ninh).

To facilitate its construction, the authorities have divided the project, which has a total cost of VND86 trillion (US$3.64 billion), into seven components, including three for compensation and support to households affected by the project, three for the construction of frontage roads along the ring road (financed by public funds), and one for the construction of an expressway through a public-private partnership (PPP) mechanism.

When completed, Ring Road No. 4 is expected to improve connectivity between Hanoi and the northern provinces in the capital region. It will contribute significantly to the socio-economic development of the entire northern region, with Hanoi as the main engine of growth.
