Hanoi e-government preparedness
The Hanoi administration has identified E-government as an effective method to assist governmental agencies in serving the citizens better.

Leading in a number of IT indicators
As reported by Authority of Information Technology Application (Ministry of Information and Communication), 58 out of 63 provinces and cities are providing at least one service in stage 3 or 4. Indeed, a high number of 3 and 4 stage services are offered in many provinces. Particularly, the rate of administrative procedures processed online in stage 3 and 4 are 81,67% and 22,63% respectively.

As the Vice Chairman of Hanoi People’s Committee Ngo Van Quy puts it, "E- government from central to local level is an efficient solution to serve its citizens. Mindful about that, Hanoi has carried out e-government consistently with the national e-government standard".
As of now, Hanoi has completed a 7,5 million people database and a shared network. The city is also providing stage 3 online public services to a totality of 584 communes and wards across the city. It is also working out and deploying shared network and online public services for a smooth and convenient information exchange among agencies in Hanoi.
In total, Hanoi is providing 391 online public services in stage 03 and 04 (281 public services in stage 03 and the remaining 110 in stage 04), making up approx. 20,4% its public services. The rate of online transactions reaches a high level, in which 100% of urban administration and justice transactions; 80 % of social security transactions and 70% of business registration are performed online.
As of 2016, Hanoi has implemented online registration in 2,620 schools for 600,000 students, making up 50% of registrations carried out online. Furthermore, the city has established the automatic environmental monitoring system which measures the air and water quality and publishes data on the city’s portal.
Striving to provide a minimum of 55% online public services in stage 03 and 04
It is expected that by the end of 2017, at least 55% of online public services in Hanoi reaching stage 03 and 04. Achieving this goal will lay a foundation for a thorough, ready and amiable e-government which will foster Hanoi’s business environment, helping citizens and organizations to save time, efforts and money.
The year 2017 is determined as a breakthrough year in IT application for Hanoi. The city is committed to advancing technology and information application and development, gradually building an e government and striving to become a smart city.
For these objectives, Hanoi has identified, as key IT application tasks, building e-school note and e-academic record for 1.7 million pupils citywide; online health records for 7.5 million people, early cancer detection for more than 2 million people over 40 years of age; building an electronic complain handling system as well as databases of key sectors including: land, civil registry, high ranking officials and businesses. The new system will aid the city in gradually building smart management center, smart tourism and smart transport.
"Currently, the fourth industrial revolution has created new technological trends and focusing on many sectors. IT will crucial role. With such vision, Hanoi attempts to support and provides opportunities for IT sector to grow toward an integrated, modern and sustainable manner," said Ngo Van Quy - Vice Chairman of Hanoi People’s Committe.
