At the meeting, the Hanoi Party Chief expressed his delight at returning to China and Beijing. In particular, the Chinese capital, being a pivotal political, economic, and cultural hub, has experienced significant growth.
Dung stressed that under the leadership of the Central Committee of the Communist Party of China, led by General Secretary Xi Jinping, China will continue to expand and enrich its path of modernization. This includes achieving the goals and tasks set by the 20th Congress of the Communist Party of China, ultimately realizing the Second Centenary Goal of building China into a modern, prosperous, democratic, civilized, harmonious, and beautiful socialist power.
He also reviewed the history of friendly relations between the two Parties and two countries and conveyed gratitude for the invaluable support that China has provided to Vietnam during its struggle for national liberation and in the current phase of socialist development.
Dung emphasized that over the past decade, under the guidance of the top leaders of both Parties, the two-party, two-country relations have made significant progress, yielding positive results. This progress has benefited the people of both nations and contributed to peace, stability, cooperation, and development in the region and globally.

He underscored that the purpose of the high-level Hanoi delegation's visit to China on this occasion is to further consolidate and implement the mutual understanding reached by the top leaders of both Parties and nations during General Secretary Nguyen Phu Trong's historic visit to China from October 30 to November 1, 2022. The visit aims to bolster high-level exchanges, strengthen friendly interactions, and promote mutually beneficial cooperation between various localities in both countries, including their respective capitals.
In the coming period, Dung called for the two sides to maintain high-level exchanges and interactions, especially at the highest levels, to enhance mutual understanding and trust continuously. These exchanges should guide the sound and stable development of the Vietnam-China relations.
Dung stressed the importance of implementing the common understanding between the two General Secretaries and the Vietnam-China Joint Declaration, along with the guiding principles outlined by senior leaders of the two sides. These efforts should strengthen practical cooperation in all sectors and encourage friendly exchanges and mutually beneficial cooperation among localities in both nations.
Meanwhile, it is significant to bolster ties between the two capitals, focusing on specific projects and cooperation initiatives that align with the actual needs and capabilities of each locality, yielding tangible benefits, he said.
Dung suggested both sides maintain a regular information and exchange mechanism while encouraging organizations to explore and propose innovative and flexible forms of collaboration.
At the same time, it is important to promote awareness and education among people from all walks of life, particularly the younger generation, about the significance and importance of the comprehensive cooperative partnership between Vietnam and China, as well as the friendly cooperation between Hanoi and Beijing, Dung said.

Dung expected both sides to carry out meaningful activities to commemorate the 30th anniversary of establishing friendly and cooperative relations between Hanoi and Beijing. This will help create an atmosphere of enthusiasm and unity, and usher in a new phase of development in the relationship between the two capitals, Hanoi and Beijing.
Echoing Dung's views, Yin Li, Secretary of the Beijing Party Committee, emphasized that the visit of the high-level delegation from Hanoi to China, including Beijing, is of great significance as the two countries are celebrating 15 years of their comprehensive strategic cooperative partnership and the 29th anniversary of the twinning relationship between Hanoi and Beijing.
Sharing Beijing's strategic objectives and future development tasks, Li asserted that in the present developmental landscape, Beijing and Hanoi have many opportunities and favorable conditions to strengthen their amicable cooperation, which serves the mutual interests of the two capitals and nations.
Beijing, as a capital city steeped in culture and with extensive experience in the preservation and enhancement of heritage structures, historical and cultural values, and urban development, is well-prepared to collaborate with Hanoi, he noted.
Notably, Beijing has made substantial progress in developing transportation infrastructure and has successfully built a network of 27 urban railway lines.
Li spoke highly of the agreement between the two capitals to sign a memorandum of understanding to bolster cooperation across six key areas. He fully endorsed Hanoi's initiative to advance comprehensive cooperation, intensify people-to-people exchanges, and cultivate a robust foundation of friendship rooted in the populace.
Following the meeting, the leaders of both cities witnessed the signing of six thematic cooperation memoranda spanning staff training, urban planning, healthcare, heritage preservation, sports, film-making, and youth exchanges.
