Hanoi announces action plan on Ring-road No.4 implementation

The action plan set the timeline until the end of September 2022 for the authorities of three provinces/cities of Hanoi, Hung Yen, and Bac Ninh to set up a Steering Committee to oversee the project implementation.

Hanoi is expected to start the construction works for the Ring-road No.4 in June 2023, and  put it into operation in 2027.

The timeline was revealed in the city’s action plan No.244/KH-UBND, signed off by the Chairman of the Hanoi People’s Committee Tran Sy Thanh, on the implementation of the project, designed to bolster inter-provincial linkage between Hanoi and other provinces/cities in the Hanoi Capital Zone.

Ring road No.4 would run 112.8 kilometers  through Hanoi (58.2 kilometers), Hung Yen (19.3 kilometers), and Bac Ninh (25.6 kilometers), covering a combined area of 1,341 hectares.

Under the action plan,  the project will be divided into sub-components including site clearance and resettlement for affected households; construction of an urban road; and investment in the highway under the public-private partnership (PPP).

The Hanoi People’s Committee plans to hand over at least 70% of the construction site to contractors in June 2023 and complete the work in December.

This would help the construction to start in June 2023, and basically be completed in 2026, before being put into operation in 2027.

The municipal People's Committee assigned Soc Son, Me Linh, Hoai Duc, Dan Phuong, Thanh Oai and Thuong Tin districts to finish reviewing in April 2023 the relocation demand and cooperate with local authorities in carrying out the construction of resettlement areas.

The action plan set the timeline until the end of September 2022 for the authorities of  Hanoi, Hung Yen, and Bac Ninh to set up a Steering Committee to oversee the project implementation upon instruction from the Government.

The Hanoi Transportation Construction Project Management Unit is tasked with completing the project boundary demarcation by September 2022.

The selection  for contractors  should start in late December 2022 and be completed by June 2023.

The total investment cost of the project is VND85.8 trillion ($3.7 billion), with VND41.8 trillion ($1.8 billion) for the 2021-2025 period sourced from the state budget. Of the total, Hanoi would contribute VND22.47 trillion ($967.2 million) from its local budget, Hung Yen VND1 trillion ($43 million), and Bac Ninh VND2 trillion ($86 million).

In the subsequent five years, the project funding would continue to be allocated VND14.5 trillion ($624.2 million), with Hanoi contributing VND4 trillion ($172 million), Hung Yen VND505 billion ($21.7 million), and Bac Ninh VND1.16 trillion ($50 million).

The private sector, meanwhile, is expected to fund VND29.4 trillion ($1.26 billion).
