Hanoi accelerates digitization of administrative records

The city is investing in synchronized information technology infrastructure for management, fueling its digital environment.

As part of its efforts to contribute to digital transformation, Hanoi has focused on a shared and interconnected database, particularly with the national demographic and specialized databases while accelerating the digitization of government processes.

Hanoi has asked its public agencies to step up the digitization of administrative procedures to provide easier access to administrative records for citizens, organizations, and businesses.

Specifically, Hai Ba Trung District has adopted a plan for digitization tasks for the majority of its agencies. 

From 2023-2025, the rate of digitization of administrative records must increase by at least 25% for all administrative levels, so that all administrative records would be digitized by 2025. With this result, Hai Ba Trung is one of the first districts in the city to complete the digitization of civil status data from 1956 to the end of 2023.

According to Nguyen Thi Thu Huong, Deputy Chief of the Office of the Hai Ba Trung District People's Council and People's Committee, the district's total digitized data is more than one million pages with more than 200,000 cases.

"From June 1, efforts will be made to improve public services in administrative transactions," she emphasized. District employees and officials will be the main beneficiaries of this initiative.

The Hanoi People's Committee is prioritizing the exchange of databases, particularly the national population and specialized databases, apart from digitizing administrative dossiers to speed up digitalizing administrative reform.

The city is developing a synchronized information technology infrastructure for the digital environment. It administrative reforms have shown results with the operation of the integrated single-window model as stated in the government's regulations.

This year, the city is also calling for administrative reform initiatives through an emulation campaign, which aims to boost administrative reform indexes such as the Public Administration Satisfaction Index (SIPAS) and the Vietnam Provincial Governance and Public Administration Performance Index (PAPI) in 2024 and beyond. The prize will be awarded by October 10, 2024.

The campaign seeks to generate innovative ideas and solutions that will strengthen the role and responsibility of officials and civil servants, especially agency and unit heads, in implementing administrative reforms.

It also promotes new approaches to improve legal enforcement in the city, enhancing investment at the sub-municipal and municipal levels.

These initiatives are expected to improve the effectiveness of one-stop shops at all levels, enabling better online public services. Outstanding solutions will be forwarded to the municipal People's Committee for replication citywide.

Hanoi ranked 15th out of 63 provinces and cities nationwide in this year's PAPI report.
