Deputy PM Hue inspects breached dykes in Quang Ninh province

On August 19 morning, Deputy Prime Minister Vuong Dinh Hue directly inspected the preparation for tropical storm Dianmu in Quang Yen commune in the northern province of Quang Ninh.
The northern province of Quang Ninh is bracing for the third storm as it is moving nearer to the mainland, bringing torrential rain.

According to the provincial Steering Committee on Natural Disaster Prevention and Search and Rescue, rain scattered across eight out of the 14 areas in the localities, including 6 districts in the east and Cam Pha, Ha Long cities, on August 19 morning.

The rainfall was measured at about 100 mm. Human and material losses have yet been confirmed, the committee said.
Earlier on August 18, authorities directed nearly 8,100 boats and 534 cruise ships to safety. Fish breeding cages have been reinforced.
From August 18-19, the locality set up teams to inspect the preparation for the tropical storm.
According to the provincial centre of hydro-meteorological forecasting, at 4:00 am on August 19, the tropical storm moved towards the mainland, about 180km off the Hai Phong – Ninh Binh coast to the east.
In the next six hours, the storm was forecast to move westwards, with a speed of 15-20km per hour.
At 1:00 pm of the day, it is anticipated to hit coastal areas from Hai Phong to Thanh Hoa province.
Prime Minister (PM) Nguyen Xuan Phuc has requested the National Centre for Hydro-meteorological Forecasting to provide the most correct and timely forecasts to help localities and people effectively deploy preventive measures against storm Dianmu.
On August 18, PM Phuc asked the National Centre for Hydro-meteorological Forecasting to expand international cooperation and collect different forecast resources from other countries like the US, Japan and China to improve the accuracy of its service. 
All meetings at both central and local levels should be halted from August 19 to focus on dealing with the storm to protect people’s lives and assets, PM Phuc said, which will require preparations for the evacuation of residents and the shoring up of breached dykes in coastal localities. 
He asked ministries, agencies and localities to implement measures to counter flooding and landslides to protect people’s lives.
The storm is becoming stronger and is predicted to hit the mainland at noon of August 19.
On August 18, Deputy Prime Minister Vuong Dinh Hue visited the northern coastal city of Hai Phong, while Deputy PM Trinh Dinh Dung toured northern coastal Nam Dinh and Thai Binh provinces to inspect preparations to cope with storm Dianmu in these localities.
