At risk of becoming world's dump site, Vietnam tightens control over imported scrap
Waste backlogs have been recently found in Vietnam’s seaports due to the unusual increasing litter flow. The country is no longer accepting imports of paper and plastic scrap to deal with the issue.
Vietnam’s Ministry of Natural Resources and Environment has been requested to thoroughly inspect the permits for imported scrap in the past time, strictly handle the concerned officials and withdraw licenses if detecting violations.Prime Minister Nguyen Xuan Phuc made the request at a government meeting on environmental management in importation and use of scrap as raw materials for production.

The PM requests the Ministries of Natural Resources and Environment, Finance, Industry and Trade, Transport, and the People's Committees of Ho Chi Minh City, Hai Phong, Ba Ria-Vung Tau (with high volumes of scrap left without customs clearance to review and draw experience for the above-mentioned occurrences.
Besides, it is necessary to intensify the coordination in order to closely control the imported scrap into Vietnam in the coming time to avoid becoming the world's dump site, affecting Vietnam’s living environment and prestige, Phuc stressed.
The Prime Minister has assigned the Ministry of Natural Resources and Environment to review all quota-free permits for importing scrap. In the time ahead, the ministry will not grant permits for imported scrap for entrusted import activities; only consider the granting of permits for enterprises when they have proved the demand and capability to use scrap as raw materials for production, Phuc added.
The Ministry of Natural Resources and Environment is asked to urgently issue regulations on national technical standards on environment for all imported scrap, Phuc added.
The PM also assigned the Ministry of Public Security to direct the local police, seaports and customs to provide a list to investigate and clarify the reasons for discarded containers entering Vietnam without recipients or transporters; promptly investigate and prosecute a number of cases violating the legislation on environmental protection due to importing scrap into Vietnam.
The Ministry of Defense mobilizes the responsible forces to prevent importing illegal scrap into Vietnam.
The Ministry of Transport coordinates with the Ministry of Finance, the Ministry of Public Security and the Ministry of Defense as well as localities in destructing and removing unused scrap containers in order to return space for seaports.
The Ministry of Industry and Trade revises current regulations, take measures to control and limit the temporary re-exportation of scraps.
The PM urges the ministries, branches and localities to speed up the propaganda work to create consensus among the people, promptly condemns wrongdoings in production and business, bad impacts on the environment, affecting people's life.
