ASEAN - Rok strengthen cooperation

On December 12, the opening of the commemorative summit marking the 25th anniversary of ASEAN-RoK Dialogue Relations took place in Busan with the participation of South Korean President Park Geun-hye and leaders of ASEAN countries.
Prime Minister Nguyen Tan Dung led the Vietnam’s delegation attended the summit.

At the summit, the leaders of ASEAN and Rok share the assessment of the process of development and important accomplishments achieved in cooperation between ASEAN and the Rok for the past 25 years, as well as the positive contribution of ASEAN and South Korea in maintaning peace, stability, cooperation and development in the region.
ASEAN Leaders highly appreciated the active cooperation and important supports of the RoK in building the ASEAN Community, enhancing connectivity and narrowing the development gap, as well as in responding to common challenges in the region.
 
 
South Korean President Park Geun-hye highly appreciated the cooperation between the two sides for the last 25 years as well as the role of ASEAN  in regional structure and the regional bloc’s common values in East Asia.
She also emphasized that ASEAN is highly prioritised in the RoK’s external relations, and confirmed that Rok would continue to support the building of the AEC and post-2015 development orientations.
Addreesing at the conference, Prime Minister Nguyen Tan Dung highly appreciated comprehensive, substantive and effective relations between ASEAN and the RoK and confirmed that in addition to geographical proximity, historical attachment and similarities in culture, society, political trust and common desiring to maintain peace, stability and cooperation for development of ASEAN and the RoK were also important contributions to the achievement in 25-year relation.
Prime Minister stressed that ASEAN and the RoK should foster cooperation and mutual support to ensure peace, stability and security in the region in accordance with ASEAN-led existing cooperation mechanisms.
Bilateral economic ties have been constantly promoted by maximising the ASEAN-RoK Free Trade Agreement, completing negotiations on the Regional Comprehensive Economic Partnership (RCEP) agreement by the end of 2015, promoting development in infrastructure, human and institution, and dealing with emerging non-traditional security challenges, particularly in the Mekong sub-region, he said.
Regarding regional issues, Prime Minister Nguyen Tan Dung confirmed that the importance of building mutual trust in order to maintain regional peace and stability.
Prime Minister Nguyen Tan Dung emphasized that recent disputes over sovereignty in the East Sea showed the necessity of maintaining peace, stability and maritime security in the region.
All concerned parties should follow international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS) and the Declaration on the Conduct of Parties in the East Sea (DOC), and soon reach the Code of Conduct on the East Sea (COC). 
They should not use or pose threat to use armed forces, which may result in increased tension in the East Sea. This is an effective solution to build trust and contribute to ensuring peace, stability and security in the region, Dung said.
At the end of the summit, the ASEAN and South Korean leaders adopted the Joint Declaration on ASEAN-RoK future vision, orientations and specific measures in all fields including  politics, security, economics, culture and society to expand and strengthen the relation between the two sides in the future.
The two sides agreed to early set out an Action Plan for the 2016-2020 period, and the implementation of prioritised projects for mutual benefits.
They laid the emphasis on maximising the ASEAN-RoK FTA, with a view to achieving a two-way trade turnover of US$150 billion in 2015 and US$200 billion in 2020, concluding RCEP agreement negotiations by the end of 2015, boosting cultural, sports and people-to-people exchange, particularly among youths, and promoting citizen protection and human resource development.
ASEAN leaders welcomed the RoK’s proposal on establishing an ASEAN-RoK Cultural House in 2017 – the year of ASEAN-RoK cultural exchange.
As for regional security, the two sides agreed to boost regional security and safety, freedom of navigation and overflight, unimpeded commerce, implementing restraint measures, Refraining from the use of or threat of force, resolving the disputes by taking peaceful measures, and respecting  international law including the 1982 UNCLOS, fully abide by the Declaration on the Conduct of Parties on the East Sea and strive for an early conclusion of the Code of Conduct of Parties on the East Sea. 
The two sides will continue to strengthen cooperation to deal with non-traditional security challenges such as disease prevention, environmental protection, natural disasters, etc.
After the summit, Prime Minister Nguyen Tan Dung and leaders of ASEAN and Korea visited exhibition on ASEAN- RoK public administration .
For the past 25 years, the relation between ASEAN and the RoK has experienced strong growth.
 In 1989, the two sides established dialogue relations. In 2004, South Korea joined the Treaty of Amity and Cooperation (TAC), and became the ASEAN’s comprehensive partnership, and in 2010 the RoK became a strategic partnership for Peace and Prosperity. The two sides have been implementing effectively action plan in the periods of 2005-2010 and 2011-2015.
The RoK has always supported the central role of ASEAN and participated in all mechanisms and cooperation forums initiated and led by ASEAN in the region such as ASEAN + 1, ASEAN + 3, ARF, ADMM +, EAS. 
Currently, the RoK is one of the trading partners, investors, ASEAN ‘s leading tourism market. Cultural ansd social cooperation has achieved positive results through cooperating programs of cultural and artistic exchange, social welfare, and environmental protection, etc.
