The objective of the plan is to form a national highway network that connects major economic centres, key border gates and transport hubs on high transport demands at high speed.
Specially, the plan aims to build North-South highways and prioritise highways that link big cities, namely Hanoi, HCM City, and Da Nang and large seaports.
In addtion, it will create a favourable condition to link with other means of transport, making a significant contribution to the regional and international integration.
According to the plan, the highways must be linked to the existing road network, ensuring the environment and landscape, and contributing to address traffic congestion in big cities such as Hanoi and HCM City.
The plan targets to form a national highway network that consists of 21 highways with a total length of 6.411 km.
Under the plan, the southern network has seven routes stretching 983 km and the central and central highlands system consists of three highways with a total stretch of 264 km.
Two North-South highways with a total stretch of 3,083 km are defined in the plan.
The northern system has 14 highways that connect Hanoi with other provinces with a total length of 1,368 km, including: Hanoi - Bac Giang - Lang Son (143 km); Hanoi - Hai Phong (105 km); Hanoi - Viet Tri in Phu Tho province - Lao Cai (264 km); Noi Bai in Hanoi city - Bac Ninh - Ha Long in Quang Ninh province (176 km); Ha Long - Mong Cai in Quang Ninh province (128km); Ninh Binh - Hai Phong - Quang Ninh (160 km); Dong Dang in Lang Son province - Tra Linh in Cao Bang province (144 km).
