Vietnam to improve human resources in rehabilitation center
The project of “Technology transfer in treating and preventing HIV Center” has been initiated at the University of Labor and Social Affairs (ULSA) under the support of the US’s Substance Abuse and Mental Health Serviecs Administration (SAMHSA) and the University of California.
With this project, in period of 5 years (2017-2022), 3 universities namely the ULSA, Hanoi Medical University and the University of Medicine and Pharmacy at Ho Chi Minh city will develop human resources in drugs rehabilitation to meet requirements of supporting drug addicts to rejoin the community.
The Vice Minister of Labor – Invalids and Social Affairs Dao Hong Lan said, drug addiction is a big social issue, as Vietnam has to deal with more than 220,000 drug addicts. At present, the country has more than 100 rehabilitation center, 6000 staffs, 20,000 volunteers and 30,000 drug addicts under treatments in these facilities.
In recent years, the government has put up effort in preventing consequences of drugs, such as investing in human resources development for muliple models and methods of drug rehabilitation. The government also issued strategy to reform the drug rehabilitation until 2020.
Despite having achieved certain results, however, due to the increasing number of drug addicts in Vietnam annually, more new and complex subtances of addiction. Personnel in drug rehabilitation has been stretched to the limit, but still required to have higher quality for more efficiency in working.
As such, the Vice Minister Dao Hong Lan highly regarded the support and assistance from SAMHSA and California University to establish the Technology transfer in treating and preventing HIV Center in ULSA. The Vice Minister also sadi the Ministry of Labor-Invalids and Social Affairs also put attention in training human resources in preventing and dealing with HIV. The Ministry has expanded and implementing multiple training methods, which prioritze theory with practice in drug rehabilitation center and also in the community, with a view to fully support drug addicts.
With the foundation of the Center, the Vice Minister requested the ULSA to closely cooperate with SAMHSA to improve quality of staffs and personnel in drug rehabilitation in the community.
