Sciences and technologies key to increase Hanoi’s international competitiveness

As one of the priorities in 2020-2025, Hanoi expects science, technology and innovation will facilitate the overhaul of its economic model and propel socio-economic growth in the city.

The Hanoi People’s Committee has issued Decision No. 2775/QD-UBND approving the Project on innovation, use of transferred technologies, and science and technology training to help propel innovative activities in the capital city during 2021-2025. Chairman of the Hanoi Union of Science and Technology Associations (HUSTA) Le Xuan Rao speaks to the Ha Noi Moi newspaper about the project.

What is the purpose of the project?

As one of the priorities in 2020-2025, Hanoi expects science, technology and innovation will facilitate the overhaul of its economic model and propel socio-economic growth in the city. The municipal government also seeks the utmost contribution of local experts, specialists, scientists, and artists to the city’s development.

The project is expected to increase the efficiency of the activities such as innovation, technological transferring, and education and training in the context that the city is resolving issues, accomplishing its plans and missions, and fulfilling the tasks delivered by the Government.

Hanoi is a large economic hub with a key position and accounts for a large proportion of Vietnam’s socio-economic growth. However, the city has found scientific and technological development activities not up to scratch, and the efforts made so far may not be enough to serve the authorities in planning, policy-making, and development of important socio-economic fields.

What are the key contents of the project?

The project facilitates the studies of theories, policies, and practices in innovation, technological transferring, and education and training. Through the project, the city may also survey the demand and supply of scientific applications and technologies for agriculture development. Additionally, the city will be able to study the current status of technology firms and startups whose operations are involved in agricultural activities.

The project will also assist the city in studying the role and status of socio-political organizations, socio-professional organizations, and science-technology organizations in driving innovation activities forward, applying transferred technologies, and universalizing knowledge under new circumstances.

Under the project, the city would host scientific workshops to collect professional opinions, gather data and evaluation, as well as develop policy recommendations.

What are the benefits that the project brings to the socioeconomic and security development of the city? 

The education of innovative knowledge for enterprises and communities amid the Fourth Industrial Revolution will help individuals, businesses, and organizations raise their awareness of the importance of science and technology.

In addition, the project will serve the development and management of policies in order to spur socio-economic growth and strengthen the quality of science and technology research in Hanoi as the city eyes further international integration.

Based on the results of the project, enterprises and science-technology organizations will make changes in their strategies to renovate products and their manufacturing procedures, administration and business models as well as supporting policies in terms of finance and environmental protection, thus assuring their competitiveness and efficiency on the international markets.

As the lead organization, what will HUSTA do to achieve the expected outcomes?

To reach the goals of the project, the HUSTA will develop and execute an action plan and work with professional agencies to monitor the implementation of the tasks as projected.

The union will also report to the city authorities to resolve arising issues, enhance the communication of the events on innovation and use of transferred technologies, as well as organize training courses for enterprises, individuals and organizations in Hanoi.
