Proposal to expand the Noi Bai International Terminal

According to Airports Corporation of Vietnam (ACV), with current passenger growth rate, the capacity for air transport will exceed the original handling capacity in the next 3 years. Therefore, in the near future, it is necessary for the Noi Bai International Terminal to be upgraded to avoid the overloaded capacity similar to what is happening in Tan Son Nhat International Airport.
With this being said, ACV has proposed to the Ministry of Transport using the remaining Official Development Assistance (ODA) from the project of constructing the Noi Bai International Terminal to build additional aircraft stands and the expansion to accommodate the rapidly increasing demand for air travels.

According to ACV, Terminal 2 Construction Project in Noi Bai International Airport financed by the ODA of 59.2 billion Yen (nearly 12 trillion VND) and the counter part fund from the government of more than 6 trillion VND, which has been put into operation since the end of December 2014. 

According to the design, International passenger terminal (Terminal T2) covers an area of 139,216 square meters, with the handling capacity of 10 million passengers a year, which can be expanded to 15 million passengers per year. In 2016, Noi Bai international terminal has served more than 21 million passengers and 140,000 flights, as the average growth rate of nearly 20% per year compared to the last year. 

With such high annual growth rate, the capacity for air transport will exceed the original handling capacity in the next 3 years, and the number of passengers has exceeded estimation 11 years earlier. Total number of flights also exceeded the estimation 10 years earlier and the cargo handling exceeded the estimation 17 years earlier. Therefore, in the near future, it is necessary for the Noi Bai International Terminal to be upgraded to avoid the overloaded capacity similar to what is happening in Tan Son Nhat International Airport.

Statistics from ACV showed that the remaining ODA fund after completing theh construction of Noibai International Terminal is 3.74 billion Yen (equivalent to 740 billion VND) and an undisbursed fund of 5 billion Yen (nearly 1 trillion VND) according to the Financing Agreement. Therefore, the remaining fund of 3.74 billion Yen can be utilized to construct the expansion project in phase 2 (including consulting fee, supervision fee and the construction fee) and the expansion of the main area of Terminal 2. 

Specifically, the expansion of Terminal 2 will have an estimation of 480 million Yen (equivalent to 96 billion VND) in a period of 12 months; in which, the fee for work items of research, design and survey are 320 million Yen (64 billion VND), and the construction fee is 2.3 billion Yen (460 billion VND) in 24 months. As such, the construction of aircraft stands and the expansion of Terminal 2 will need an investment of 3.1 billion Yen (620 billion VND). 

The expansion of Terminal 2 is within the scope of the project, which does not include counter part fund for site clearance activity. According to the master plan of Hanoi transportation by 2030, and vision to 2050, by 2020, Hanoi International Airport will handle 20 – 25 million passengers and more than 260,000 tons of cargos per year. By 2030, the airport can handle 35 million passengers per year and after that is 50 million passengers per year, with 500,000 tons of cargos per year.
