PM requests more support for enterprises

On March 5, Prime Minister Nguyen Xuan Phuc instructed related government agencies to continue supporting and developing businesses to 2020 on the basis of the Government`s Resolution No.35.
Phuc stressed the process of Vietnam's socioeconomic development have seen important results thanks to the implementation of Resolution No.35 on business support and development to 2020 and the Prime Minister's Directive No.26 on carrying out Resolution No.35 in which the Government committed to accompanying enterprises on their development path.

However, there remain shortcomings in Resolution No.35 and Directive No.26, which have failed to create breakthroughs in businesses development, added Phuc, including gaps between policies and practice, legal inconsistencies, and a lack of support for enterprises to access resources and capital.

The Prime Minister, thus, requested the Ministry of Planning and Investment (MPI) to organize training courses for small- and medium-sized enterprises (SMEs), with a view to improve corporate governance capabilities and financial management transparency to increasing the likelihood of getting credit. Concurrently, MPI will also hold training courses for local authorities to better support SMEs.

Phuc assigned the Ministry of Finance (MoF) to speed up the process of amending tax laws in order to prevent losses to the state budget. Additionally, MoF is drafting a regulation on e-invoices, which should be implemented in 2018 to replace paper invoices. The revised law on securities is another priority scheduled to be completed this year. 

The Ministry of Agriculture and Rural Development is tasked with reviewing regulations on land use, creating favorable conditions for SMEs to access land resources.

The Ministry of Transport will continue reviewing the total investment, toll fees, and fee collection duration, as well as tollgate locations of BOT transport projects to ensure transparency and integrity. 

The Ministry of Science and Technology, as requested by Phuc, will provide measures to support enterprises in technological innovation and applying technology to their operations. The Prime Minister noted the importance of Decision No.1062 on intellectual property development during 2016-2020 for the protection of domestic intellectual property rights. 

The Ministry of Training and Education, on the other hand, will have to simplify administration procedures on issuing investment licenses in the fields of training and education, in turn, encouraging investors to build universities meeting the society's demand.

Last but not least, People's Committees in a number of cities are urged to disclose their hotline numbers specialized in supporting enterprises, while local authorities have to improve their efficiency in handling enterprises' difficulties.
