People’s Council verified Hanoi's socio-economic development resolution for 2017
In the framework of the 3rd meeting of Hanoi People`s Council XV, deputies discussed about Hanoi`s implementation of tasks in the fields of society, economy, national defense and security in 2016, and socio-economic development tasks for 2017.

According to assessment of Hanoi People’s Committee, thanks to drastic effort of Party units, authorities at al levels, enterprises and people, Hanoi witness comprehensive development in 2016. The city reaches highest economic growth over the past six years (8.03%); in particular, services sector increases 8.1%, industry and construction sector 8.8%, and agriculture sector 2.21%. State budget revenue is estimated at VND 173,846 billion, accounting for 102.6% of estimates for 2016. State budget expense is estimated at VND 74,514 billion, accounting for 101% of estimates for 2016. Program on price stabilization and inflation control is implemented effectively; Consumer Price Index in 2016 increases approximately 3.01 to 3.07%.
In 2017, Hanoi aims to improve investment and business environment, encourage startup as well as enterprise development, and boost growth. The city also strives to ensure protection and welfare, protect environment, improve people’s life, enhance culture, education and healthcare, strengthen planning and construction management, develop new-style rural areas, ensure public security and order, and enhance foreign affairs and international integration. Further effort is made to promote administration reform, anti-corruption, thrift practice and wastefulness combat.
Tasks are given at the session, in particular GRDP growth expects to reach 8.5 to 9% and per capita GRDP to reach VND 86 to 88 million; development investment increases 11 to 12%; export turnover increases 4 to 5%; Crude Birth Rate reduces 0.1% against the last year; 59.5% of employees are trained; 80 more public schools are recognized for meeting national standards; health insurance coverage is 82.8%; clean water is provided to 100% of households in urban area and 40% of households in rural area; 98% of domestic waste in urban area and 88% of domestic waste in rural area is collected and transported in day.
Hanoi People’s Council deputies agreed with assessment of the People’s Committee. They asked the People’s Committee to specify reasons for unfulfilled targets, especially in domain of economy; implementation of 2016 plan, economic restructuring, measures for agriculture, rural development and fire fighting and prevention; handling of traffic jam; reasons for unfulfilled target of reducing poverty.

The deputies also suggested that the People’s Committee should enhance economic restructuring, especially in the field of agriculture, accelerate process of approving the remaining general plans and zoning plans, improve infrastructure in schools, increase food safety inspection, and enhance state management in all fields.
Hanoi launched the program to plant 200,000 new trees each year to reach its ambitious target to have a million new trees in 2020. The city has basically completed a range of major transport works, such as the Nhat Tan–Cau Giay section of Ring Road No. 2, the Long Bien Intersection and the O Dong Mac–Nguyen Khoai section of Ring Road No. 1.
The city targets at: continuing to improve the investment and business climate, encouraging start-up, enterprise development, promoting growth; ensuring security, social welfare, environmental protection and improvement of people's lives; promoting the development of the cultural, educational, health; strengthening the management of planning, construction, urban and new rural construction; ensuring national defense, security and social order and safety; improving the efficiency of foreign affairs and international integration; improving the efficiency of law enforcement; promoting administrative reform, strengthening discipline; thrift practice and waste combat; anti-corruption.
The session approved a resolution on 2017 socio-economic development plan. Gross Regional Domestic Product (GRDP) is expected to reach 8.5 to 9 percent. GRDP per capita is targeted at VND 86 to 88 million ($3,820-3,900). Investment capital in development growing at 11-12 percent. Export-import turnover is aimed at 4 to 5 percent. Health insurance coverage is hoped to reach 82.8 percent. Ha Noi is attempting to reduce the rate of poverty by 0.6 percent compare to 2015. The plan also expects all households in urban areas to have water for daily use.
To fulfill these targets, the city will focus on six key tasks, including improving the business and investment climate as well as provincial competitiveness index. The capital city will focus on solving problems for enterprises, building mechanisms and policies to create favorable conditions for businesses to access loans to develop production and support startup.
