Prime Minister Pham Minh Chinh stressed the importance of human resources training, with special attention to chip research, when he visited Vietnam National University-Hanoi (VNU-Hanoi) and FPT University at Hoa Lac Hi-Tech Park in Thach That District, on the outskirts of the capital, on April 14.

The meeting aims to promote the training of high-quality human resources, especially management, scientific research, and entrepreneurs, to meet the integration requirements in new fields, including digital transformation, research and development, chip manufacturing, and production (integrated circuits).

Speaking at the meeting, PM Chinh reiterated that human resources have been taken as the center, subject, resources, and momentum of national development, noting that the 13th National Party Congress identified human resources development as one of the three breakthroughs that need to be made in the coming time.

“In education and training, the focus should be placed on digital technology, digital economy, green economy, circular economy, knowledge-based economy, climate change response, and environmental protection,” the Government leader said. 

Education and scientific research should go hand in hand, Chinh stressed, urging VNU-Hanoi to improve the quality of its teachers and researchers. He also encouraged students to study basic sciences and contribute to the development of human resources for socio-economic development in regions, especially in remote, sea, and island areas, through personnel training.

He urged the university to increase investment in human resources development to serve semiconductor integrated circuit research and pay more attention to cooperation with domestic and foreign enterprises. The Prime Minister also suggested building an innovation center at VNU-Hanoi.

Chinh praised the great efforts and determination of VNU-Hanoi for its achievements and positive contributions to the country's development achievements and the cause of education and training, especially the training of highly qualified human resources.

The head of the government praised the university's contributions to national construction and defense and urged it to continue its achievements and develop into a training and scientific research center of regional and world renown.

The Prime Minister was impressed when he visited the new headquarters of VNU-Hanoi and its exhibition on semiconductor chip technology, although there are still many difficulties to be solved for chip research and development. He presented 5,000 trees to the university, hoping that the educational institution will have a green and clean campus.

On the same day, while visiting and working with FPT University, established by FPT Corporation, the Prime Minister noted that FPT has been the pioneer of digital transformation in Vietnam and asked it to invest more in personnel training.

Chinh called for special attention and investment in human resources development in the field of integrated circuit technology and semiconductor research in Vietnam.

"In addition, the focus should be on close cooperation with domestic and foreign companies for training, research, technology transfer, and commercialization in this field," Chinh said.

He agreed with the company's proposal to set up a resource liaison center and reiterated that the State will make policies in this regard. "FPT should take information technology as the foundation for its development, and software design and development, especially chip production, is the right way to go, in line with the company's strategy, global trends, and domestic situation," the PM said.

The government leader took the opportunity to call on the Ministry of Education to strengthen the State's management of education and training, especially the training of high-quality personnel, and to assign tasks to other relevant ministries and the Hanoi People's Committee in order to realize the national development goals by 2045.

"The Government will keep thoroughly grasping the Party's guidelines, completing institutions, developing mechanisms and policies, allocating resources to facilitate high-qualified human resource," Chinh underlined.

For his part, CEO of FPT Corporation Truong Gia Binh suggested that it is the right time to create a new attraction for Vietnam's technology industry and attract foreign enterprises to invest in Vietnam thanks to the skilled technical workforce.

"With 100 million people at a time of golden population, our country can become the world's technology education and training center. Potentially, Vietnam can be in the top 5 or top 10 of the world in terms of information technology, agriculture, and tourism," Binh said.

Given the strong development trend in the semiconductor chip field, he suggested that the government create favorable conditions for the development of human resources in Vietnam, especially semiconductor chip design resources.

"Vietnam also needs to establish a national center to support the semiconductor industry to develop resources in the long term, and invite investment from large enterprises in the world to invest in building factories and training personnel for this industry," the CEO added.
