Hanoi to launch the online business portal

On December 25, the Hanoi Department of Information & Communications has launched the online business portal, with an aim to facilitate support for enterprises in the industrial revolution 4.0.
The online business portal is launched with aim to create a digital platform, where the Hanoi Information Technology and Communication Transaction Center (HICT) will implement activities supporting enterprises, providing information and services to connect enterprises with markets and partners; law information, finance and banking; supporting small and medium enterprises (SME), especially enterprises operating in IT and communication.

At the same time, the online business portal will be a communication channel between administrative agencies and business community, for which there are two website addresses: http://hanoibusiness.vn and http://hanoibusiness.com.vn.

With the launch of the portal, HICT also signed the Memorandum of Understandings (MoU) with Bank for Investment and Development of Vietnam (BIDV) in the effort to accompany SMEs and start-ups. In 2017, the Hanoi Department of Information & Communications proposed Hanoi to implement widely IT applications. Hanoi has put into operation 81 public online services (POS) for 10 departments, 30 districts and 584 wards and communes; total POS of Hanoi currently are 453 at stage 3 and 4, up 45% compared to 2016.

In particularly, the Hanoi Department of Information & Communication has been ranked by the Hanoi People’s Committee in second place with regard to effort of administrative reform among Hanoi’s administrative agencies. 

Currently, the Department is actively cooperating with other departments implementing the smart city project, such as the smart city management center, smart traffic system, smart tourism system. The presence of Hanoi Innovative Business Incubator of Information Technology (HBI-IT) has also attracted 12 start-ups and received 27 projects and creative ideas. 

After more than a year piloting the model in the 2 entities, the POS bettered off. The services are more accessible to the people; the rates of timely processing, internal control and external supervision have improved. Since the application of this model at the Hanoi Employment Service Center, the people’s satisfaction has increased from 73% to over 80%, said the Director of the Hanoi Employment Service Center Nguyen Toan Phong. At Hanoi Water Company No. 2, people’s satisfaction has also increased from 42% to over 45%.

The POS system currently has 4,681 account holders with nearly 5 million log-on sessions and handle 90% of online transaction records. In addition, the system of digital academic records has been applied in 2753 schools, covering 1.7 million pupils and granting access to 70700 users.  So far, 19 million 450 thousand people have logged on to the system. The digital system of cancer screening and control system has been applied in 3 districts and updating the data of 40700 tests.

​ Hanoi city has also put into practice smart application in car parking management. iParking is an app that allows users to search for a parking spot and pay parking fee using mobile phones iParking is used for parking cars in Ly Thuong Kiet and Tran Hung Dao streets with 17 parking spots and the capacity to handle parking for  248 cars. After only one month, approximately 38,100 car parking transactions and payments have been made, with revenue nearly 600 million VND.
