The Hanoi People’s Committee has recently issued Official Letter No.278 on rectifying and strengthening land management and building an online land-use registry.

The Department of Natural Resources and Environment will amend the land use planning to 2020 in Hanoi. It will maintain quality, comprehensiveness and feasibility of the planning; inspect and supervise implementation of the land-use planning; review amendment or elimination of projects and works, which will be submitted to the Municipal People’s Committee by April 30.
The Department of Natural Resources and Environment in coordination with the Department of Planning and Investment, the district and town-level People’s Committees will check the projects and plans for which decisions on land withdrawal, compensation, and support for resettlement have already been issued but have yet to be carried out, as well as the cases where land withdrawal decisions were issued before July 10, 2014. The authorities will need to explain slow progress and provide a plan to speed up the progress.

The Department of Natural Resources and Environment in co-ordination with the Authority of Planning and Investment, Department of Justice, and the Department of Home Affairs will review administrative procedures on land management, maintain transparency and publicity, accelerate procedures, and eliminate or revise improper papers which cause inconvenience to people and enterprises.
The Department of Natural Resources and Environment in co-ordination with the district and town-level People’s Committees will review and compile statistics of unresolved cases in the fields of land registration and certification issuance, slow progress of handling dossiers, and certificates which were signed but have yet to be returned to people and enterprises. They will also provide explanation and draw up a plan with the appropriate measures to the Municipal People’s Committee by June 30.
The Department of Natural Resources and Environment in co-ordination with the district and town-level People’s Committees will check and assess the management and use of agricultural land for public use, detect and severely punish illegal land occupation and borrowing, land use for unclear purposes, land use without public land rent dossier or with an incomplete dossier, and land use without land registration. They will sum up their findings to the Municipal People’s Committee by June 30.
