Hanoi to enhance efficiency of investment and trade promotion program

The Hanoi People’s Committee has recently issued Plan No. 89/KH-UBND on enhancing export in the city in 2018, as well as efficiency of investment and trade promotion program.

Accordingly, the plan has following objects:
Suggesting measures to improve competitiveness capacity, build brands of the products and improve quality of human resources.
Further enhancing the administration reform, paying special attention to applying information technology in processing the administrative procedures. 
Building policy and mechanism to promote production and export; implement currency policy according to instruction of the Government and the central agencies in Hanoi, and improve competitiveness capacity of the enterprises and producers.
Further maintaining the labor demand – supply connection in order to create labor resources and meet demand of the enterprises which supply products for export.
Increasing effort to attract investment in developing infrastructure and services for export and trade; improving trade and investment promotion program, and increasing effectiveness of the program.
Collecting information, following up the situation and helping the enterprises to ease difficulties.
The Hanoi Department of Tax is in charge of cooperating with relevant agencies to carry out projects on modernizing tax management, applying information technology in all processes and steps of tax management in order to create convenience, maintain transparency, publicity and fairness and help enterprises reduce cost when they implement tax laws and policies.
The Hanoi Customs Department in cooperation with relevant units launch pilot system to manage and supervise air cargo at the Noi Bai International Airport, measure time to release exported, imported products and conduct survey on enterprises’ satisfaction in 2018.  
The Hanoi Management Board of Industry, Processing and Export Zones in collaboration with relevant units issue types of certificate of origin at level 3 and level 4 through the electronic system. 
They also connect to national Single Window mechanism of issuing certificate of origin as well as ASEAN Single Window mechanism according to commitment between the Government and other ASEAN member countries.
The Hanoi Promotion Center in collaboration with relevant units build project on promoting investment, trade and tourism of the city for the period of 2018 to 2020 period, orientation to 2025.
The Department of Industry and Trade in cooperation with relevant units implement project on developing supporting industry in Hanoi for the period of 2017 to 2020, and project on managing and developing logistics in Hanoi to 2025. The department also helps 10 craft villages and enterprises in Hanoi to build and develop their brands.
Manufacturing and export businesses proactively improve quality of their products, enhance competitiveness capacity, develop their product brands, conduct training themselves or take part in training courses organized by the city’s agencies and departments to improve human resource quality according to increasing demand in the process of international economy integration.
City’s departments and agencies pay special attention to helping the enterprises to overcome difficulties and promote export, give detailed assignment to sectors for further implementation, and proactively check implementation of the measures to boost export in Hanoi.
