Hanoi speeds up completion of master plan of Hoa Lac township

The master plan of the Hoa Lac urban area is part of the general planning for Hanoi to the year 2030 and beyond.

The Hanoi People's Committee and the municipal Institute of Construction Planning are actively speeding up the completion of master plan of the Hoa Lac urban area, with a view to luring investment in the city’s largest satellite township, Kinh te & Do thi reported.

Hanoi’s authorities on July 9 made public the master plan of the Hoa Lac urban area till 2030. The plan, embracing an area of 17,274 hectares and having a scale of 1/10,000, was approved by the prime minister. The township comprises of some parts of Quoc Oai and Thach That districts and Son Tay town, about 30 kilometers to the west of Hanoi’s downtown.

The master plan of the Hoa Lac urban area is part of the general planning for the capital city to the year 2030, with the vision till 2050.

In the future, Hoa Lac urban center will become a science and technology city, the hub of advanced intelligence and technology, the location of high-quality human resource training facilities, science and technology research center, national universities and vocational colleges, and hospitals.

This will also be an eco-resort city, comprising of green urban areas, smart and energy-saving city to the west of Hanoi.

Director of the Hanoi Institute of Construction Planning Luu Quang Huy said that under the master plan of the Hoa Lac urban area, the Hanoi People's Committee will deploy six subdivision plans, devise architectural management regulations and speed up investment attraction.

According to Deputy Head of the Management Board of the Hoa Lac Hi-Tech Park Tran Dac Trung, some 240ha/1,000 ha of the park have been filled.

Currently, the park is housing 94 projects, with committed registered investment capital of about VND89,300 billion (US$3.9 billion); among them, 52 projects have been put into operation.

Many projects of leading local and foreign corporations have landed in Hoa Lac township, including Hanwha Aerospace Group (South Korea), Nidec Group and Nissan Techno Group (Japan), Vietnam - South Korea Academy of Science and Technology, Viettel, VNPT, Vingroup, FPT, among others.

There are currently nearly 9,000 students and about 13,000 laborers studying and working in the Hoa Lac Hi-Tech Park. However, the construction progress of the Vietnam National University-Hanoi is slow due to capital constraints and site clearance bottlenecks.

According to Mr. Luu Quang Huy, the Hanoi People's Committee has kept accelerating the implementation of urban subdivision planning projects and detailed planning projects of the Hoa Lac urban area, which is supposed to be a driver for socio-economic development of Hanoi’s outlying districts.

Dr. Dao Ngoc Nghiem, former director of the Hanoi Department of Planning and Architecture, said that among the five satellite urban plans, only the Hoa Lac urban area plan has been approved by the prime minister.

This shows the importance of the Hoa Lac urban area for Hanoi as well as the whole country. Thus, Hanoi needs to accelerate the implementation of master plan of the Hoa Lac urban area to call for investment, according to Dr. Dao Ngoc Nghiem.

It is expected that the population of the Hoa Lac urban area will be about 150,000 by 2025. By 2030 and beyond, about 600,000 people will be living in the area, with urban dwellers accounting for about 85%.

Developing the Hoa Lac urban area into a modern new city with synchronous social infrastructure and technical infrastructure would also alleviate the population pressure of Hanoi’s downtown.
