The Hanoi People's Committee has issued a decision regarding the specific adjustment of the N7 urban sub-zone planning at a 1:5000 scale for planning area VII.2.3 (Tien Duong Commune, Dong Anh, Hanoi).

The purpose of the update is to concretize the general planning for the construction of Hanoi by 2030, with a vision to 2050, as well as the land use plans for security and national defense from 2021 to 2030, with a vision toward 2050, which have been approved by the relevant authorities.
The adjustment includes the allocation of land for the construction of offices for the Dong Anh District Military Command, Dong Anh District Police, and other local government offices to create a government compound with well-coordinated infrastructure, separate from the surrounding residential areas.
It aims to establish facilities that support the work, training, and readiness of the Dong Anh District Military Command and Police, as well as to organize conferences on local security, national defense, and military activities. These facilities will serve as a unified command center for local armed forces during peacetime and be prepared to handle any situation that may arise.
Additionally, the land use plan is divided into two parts: the land to the northeast of the 20.5-meter wide road (approx. 3.22 hectares) will be designated for green space with a maximum building coverage of 5% and a height of one story. The land to the southwest of the road (or 5.85 hectares) will be divided into several functions, including government offices, research institutions, and educational facilities, with a maximum building coverage of 70% and a height of seven stories.
In order to build the Dong Anh District Military Command Headquarters, a portion of the northeastern section (around 2.05 hectares) will be converted from green space to national defense property. The remaining area of about 1.17 hectares will retain its designation as green space.
For the southwest section (around 5.85 hectares), the land designated for government offices, research, and educational institutions will remain unchanged, while the residential area will be adjusted to national defense land (approximately 2.33 hectares) for the construction of the Dong Anh District Police Headquarters.
Additionally, a green area (approximately 2.05 hectares) will be added to offset the land used for the Military Command Headquarters. Another section (approximately 0.85 hectares), previously planned for residential areas, will be rezoned house the headquarters of the Dong Anh District People's Procuracy and other relevant district government offices.
