Hanoi aims to deepen its global integration in the coming years, laying a strong foundation to attract foreign investment, particularly in high-tech, tourism, and trade.

Deputy Chairman of the Hanoi People’s Committee Nguyen Manh Quyen expressed this view at a meeting with representatives of Vietnam’s trade missions abroad for the 2024-2027 term on December 13.
At the meeting, Deputy Chairman of the Hanoi People's Committee Nguyen Manh Quyen provided an overview of the capital's development, highlighting key achievements such as the city's budget revenue potentially surpassing VND500 trillion (US$19.7 billion) for the first time, marking a nearly 20% increase compared to 2023 and accounting for 24.6% of the national total.
Addressing the major urban development challenges currently facing Hanoi, Vice Chairman Quyen highlighted issues such as flooding, environmental pollution, and traffic congestion. He expressed hope that the heads of foreign missions would use their contacts to help Hanoi continue attracting foreign investment, particularly in the high-tech, tourism, and trade sectors, securing additional resources to tackle these development challenges.
In this regard, he expected the city to continue to focus on attracting investment from key partners such as Japan, South Korea, Singapore, the US, and the EU, while promoting investment in high-tech, biotechnology, and clean energy sectors.
Hanoi has also identified the completion of infrastructure for key transportation projects, improving connections between downtown, the outskirts, and neighboring areas, as a priority task. Additionally, the city will enhance management capacity and improve efficiency in the processing and manufacturing industries, while also promoting the application of information technology, digital transformation, and streamlining administrative procedures to support investors and businesses.
In response, Deputy Minister of Foreign Affairs Nguyen Thanh Binh praised Hanoi's development achievements, especially in foreign relations. He also thanked the city for its close cooperation with the Ministry of Foreign Affairs in carrying out diplomatic tasks.
Deputy Minister Binh assured that he and Vietnam's overseas representatives would work tirelessly with Hanoi in its future development journey, focusing on specific goals such as strengthening ties between Hanoi and foreign localities, boosting investment promotion, improving delegation exchanges, exchanging information, and introducing Hanoi to international partners while updating partners on the city's developments.

During the meeting, the heads of Vietnamese diplomatic missions abroad actively shared the strengths of their respective regions and potential areas of cooperation with Hanoi. They expressed their willingness to play the role of a bridge connecting Hanoi with international partners, and put forward initiatives to introduce Hanoi's local needs to international organizations, opening up opportunities for collaboration and development.
The heads of diplomatic missions affirmed that accompanying and contributing to Hanoi's development goals is both a responsibility and an honor, and they pledged to do their utmost to support these efforts.

According to Hoang, in 2024, Hanoi organized 17 diplomatic delegations from the city’s leadership, including 11 missions led by city leaders and 6 accompanying delegations for senior Party and State leaders on official overseas visits.
The city hosted 12 high-level foreign delegations, including those of Lao President and General Secretary Thongloun Sisoulith, Russian President Vladimir Putin, and Chinese Premier Li Qiang. Hanoi's leadership also welcomed over 65 international delegations and engaged in bilateral cooperation projects.
The city's foreign relations with key investment partners, including China, France, Japan, and South Korea, have advanced significantly. Furthermore, Hanoi has expanded its cooperation with new partners in the Americas, Africa, and the Middle East.
Moreover, Hanoi’s departments, sectors, and localities have actively carried out specific cooperation activities with foreign partners, contributing to economic and cultural development. These efforts have played a key role in promoting the image of Vietnam and its people, highlighting the achievements of the country in general and Hanoi in particular.
Based on these achievements, Hoang expressed his desire that ambassadors, consuls, and Vietnamese diplomatic missions abroad continue to focus on supporting and closely collaborating in activities such as investment promotion, trade, tourism, and cultural exchanges in priority areas.
“It would serve as a platform for the city to promote its potential and advantages to foreign investors and businesses, as well as support enhanced cooperation between Hanoi and international partners in areas such as business, trade, investment, culture, and education,” Hoang said.
