Hanoi encourages urban public service providers with high quality

The Hanoi People’s Committee issued Official Letter No. 5612/UBND-KT dated November 7, urging selection of contractors providing urban public services in 2018.
The Hanoi People’s Committee requests specialized departments to increase effort in order to strictly comply with regulations on bidding, order of  public service and supply. 


 
Under the Official Letter, for particular services approved by the Hanoi People’s Committee, Department of Agriculture and Rural Development and Department of Transport shall promptly make orders in the fields of management, dyke maintenance, irrigation service supply, traffic light system maintenance and repair for the first half of 2018, and traffic safety at level-crossings, and submit them to the Department of Finance by November 20 and the Municipal People’s Committee.

The Hanoi People’s Committee assigns Department of Finance and Department of Construction to fulfill procedures and processes of selecting contractors in the fields of management and maintenance of road system, supply of public transport by bus, maintenance of public lighting system and maintenance of drainage system, and complete them in the fourth quarter of 2017.

 
For the public services which are not approved to be implemented in 2018 by the Hanoi People’s Committee, the Department of Construction is asked to suggest scheme to select contractors in the fields of environmental sanitation, management and operation of waste treatment sites managed by the city, maintenance and care for parks, flower gardens, trees and lawns, maintenance of water drainage system (except for the areas where bidding was conducted), and wastewater treatment. The task must be completed by November 10. 

After the Municipal People’s Committee approves the scheme on selecting contractors in 2018, the Department of Construction will process the procedures according to regulations in the fourth quarter of 2017, so that the work will  begin on January 1, 2018. The specialized departments take full liability if they run behind schedule or do not meet time requirement.
