Hanoi considers to change rural water project

According to Official Letter 5694/VP-DT dated June 21, the Hanoi People’s Committee requests relevant agencies and sectors to provide clean water in rural areas and improve sanitation according to National Target Program on New-style Rural Area in the period of 2016 to 2020.
Hanoi People’s Committee received Document 4546/BNN-TCTL dated June 2, 2017 of Ministry of Agriculture and Rural Development on giving direction for rural water supply in National Target Program on New-style Rural Area in the 2016-2020 period. Accordingly, it is expected that by 2020, 95% of rural people use clean water, and criterion 17.1 in the national set of criteria of new-style rural communes issued by Ministry of Agriculture and Rural Development are fulfilled. In order to reach the target, the Ministry asks People’s Committees of cities and provinces under the Central Government to take actions as following:


Reviewing, supplementing and amending rural water planning to 2020, vision to 2030, striving to expand inter-commune, inter-village water supply and adapt to climate change; this is the basis to implement the component project on improving rural water supply in the period of 2016 to 2020;

Assessing the operation of the degraded and damaged water supplies and low-efficient works, hence preparing plans to invest, repair, improve and transfer management model to improve their performance; preparing annual plan to maintain, improve and upgrade the works, so that they can reach capacity as designed;

Allocating development capital for water supply projects according to the targets, integrating it with capital of socio-economic development projects and programs in the area, and realizing commitment with international sponsors; allocating annual funds from the budget of the National Target Program on New-style Rural Area to monitor and evaluate rural water and sanitation, and announce the result annually in accordance with regulations;

Issuing proper policies and mechanisms to encourage the participation of economic sectors in management, investment and operation of the water supply system; providing household-scale water supply and treatment products and services in the places where concentrated water supply is not available; increasing popularization, education and information work at all levels, in all sectors and people, focusing on the role of clean water to people’s health and their responsibility to protect water supply works as well as water quality for household-scale water supply works; directing units to assess the implementation of criterion 17.1 according to instruction of Ministry of Agriculture and Rural Development; giving instruction, conducting inspection and supervising performance of People’s Committees at all levels, agencies and departments in the field of rural water supply.

Furthermore, Hanoi People’s Committee received Document 3045/BYT-MT dated June 5, 2017 of Ministry of Health on improving sanitation according to National Target Program on New-style Rural Area in the 2016-2020 period.

In response to the documents, Hanoi People’s Committee assigns Department of Agriculture and Rural Development in coordination with Department of Health and Department of Construction to realize requests of Ministry of Agriculture and Rural Development and Ministry of Health. When encountering problems beyond their authority, they shall report to Hanoi People’s Committee for further consideration.
