Deputy Chairman of the Hanoi People's Committee Duong Duc Tuan has signed Decision No. 6396/QD-UBND approving the 1:2000 scale Subdivision Planning for Urban Area 3 in Soc Son. This plan encompasses the communes of Phu Linh, Tien Duoc, Tan Minh, Xuan Giang, Duc Hoa, Dong Xuan, Kim Lu, and Soc Son Town in Soc Son District.

The planning aims to implement and detail the approved Hanoi Capital Construction Master Plan, the Soc Son District Construction Master Plan, and the Soc Son Satellite Urban Master Plan. It also aligns with the orientation of the Adjusted Master Plan for Hanoi Capital through 2045, with a vision toward 2065, as approved by the Prime Minister in Decision No. 700/QD-TTg on June 16, 2023.
The Hanoi People's Committee has tasked the Soc Son District People's Committee to take the lead and work with the Hanoi Urban Planning Institute and the Hanoi Department of Planning and Architecture to publicly announce the approved planning details to relevant organizations, agencies, and residents for implementation.
The goal of the plan is to create an urban area primarily focused on large-scale medical, cultural, educational, and public urban service complexes, parks, green spaces, and sports facilities. It will also renovate and upgrade existing villages while enhancing the area's social and technical infrastructure.
This plan serves as a legal basis for managing land use by the master plan, identifying construction investment projects, drafting detailed plans, and proposing investment programs, and strategic projects while ensuring urban development and management.
According to Decision No. 6396, the planning covers an area of approximately 1,424 hectares, with a projected population of 46,210 by 2030. The boundaries of the planning area are as follows: to the north, it borders the planned road to Soc Temple; to the south, it borders the new alignment of Route 18; to the west, it borders the protection corridor and Hanoi-Thai Nguyen national railway; and to the east, it borders a proposed urban road with a width of 40 meters.
Of these, 14 plots in Zone Two, occupying nearly 1,200 hectares, will primarily serve as concentrated hubs for healthcare, culture, and education. This zone will also include a multimodal transportation center and areas for commercial services, offices, and hotels connected to Da Phuc Station.
The remaining two plots in Zone One, covering approximately 250 hectares, will feature an ecological urban area, regional-level sports and entertainment centers (including a horse racing track), and new residential developments.
Earlier this year, the Soc Son District People's Committee collected feedback on the 1:500 detailed planning for the Multi-Functional Entertainment Complex – Soc Son Horse Racing Track located in Tan Minh and Phu Linh communes, as well as Soc Son Town. The project has an estimated investment of US$500 million and is expected to create jobs for approximately 25,000 to 30,000 workers.
Over the past two years, Hanoi has consistently issued decisions approving the planning tasks for seven Soc Son urban subdivisions at a 1:2000 scale. Most recently, in August, Subdivision 6 was approved, covering an area of over 500 hectares with the goal of developing industrial zones, mixed-use areas for university towns, and auxiliary services for the airport.
Soc Son District is part of the northern city planning area of Hanoi. According to the Adjusted Master Plan for Hanoi Capital through 2045, with a vision toward 2065, the northern city area is expected to include the districts of Dong Anh, Me Linh, and Soc Son, with a total area of approximately 633 square kilometers.
Benefiting from the passage of Ring Road 4 passing through, Soc Son's real estate market experienced several active phases, particularly in the land plot segment, during 2021-2022. Currently, in line with the overall market trend, the land plot market in this suburban district is in a recovery phase, with transactions showing little fluctuation.
