Hanoi: Administrative reform index to take effect
The Hanoi People’s Committee has recently issued Plan No.21 on assessing and determining administrative reform index.
Accordingly, the Office of Municipal People’s Committee and Department of Home Affairs, Department of Justice, Authority of Planning and Investment, Department of Finance, Department of Science and Technology, Department of Information and Communications shall assess criteria in the fields that they are in charge of.

City's departments, agencies of the same level, People’s Committees of districts, suburban districts and towns of Thanh Xuan, Bac Tu Liem, Cau Giay, Dan Phuong, Thanh Tri, Son Tay and Department of Home Affairs help the Ministry of Home Affairs to collect sociological survey questionnaires for three leaders of departments, department-level office, three heads of district-level People’s Committees (one Chairperson and two vice Chairpeople) and three heads of specialized sections under the departments and department-level offices via Hanoi postal service.
The Hanoi Post Office in coordination with departments, department-level offices and People’s Committees of districts, suburban districts and towns of Thanh Xuan, Bac Tu Liem, Cau Giay, Dan Phuong, Thanh Tri, Son Tay to conduct sociological survey according to guideline of the Ministry of Home Affairs.
To realize the tasks, the Municipal People’s Committee requests that the evaluation must be implemented accurately, honesty, objectively and according to guidance of the Ministry of Home Affairs.
Papers for verification and data must be provided. If result of assessment is given without paper for verification, it must be explained clearly, in particular how to evaluate and give marks.
Self-evaluation of administration reform in 2017 shall be completed soon; reports and papers for verification must be submitted to the Ministry of Home Affairs by February 28. Agencies in cooperation with Ministry of Home Affairs supervise implementation of the sociological survey, and ensure that it is conducted in accordance with condition of the agencies and localities.
The Municipal People’s Committee requests heads of city’s departments, agencies, sectors and People’s Committees of districts, suburban districts and towns of Thanh Xuan, Bac Tu Liem, Cau Giay, Dan Phuong, Thanh Tri, Son Tay to implement the plan. When encountering problem during implementation process, they shall report to the Municipal People’s Committee via Department of Home Affairs for further consideration.
