Deputy PM instructs to better use and manage ODA for 2016-2020 period

Deputy Prime Minister (PM) Pham Binh Minh has asked ministries and agencies to comply with the government’s Decree on official development assistance (ODA) management and use, and a scheme on attracting, managing and using ODA and preferential loans in 2016-2020 period.
Deputy PM Pham Binh Minh, who is also head of the National Steering Committee for ODA and Preferential Loans, required ministries and agencies to comply with the government’s Decree No.16/2016/ND-CP dated March 16, 2016 on ODA management and use, and a scheme on attracting, managing and using ODA and preferential loans for 2016-2020 period. 
The Deputy PM instrusted improving the effective use of official development assistance (ODA) and preferential loans to ensure the safety of public debts. 
According to Deputy PM Minh, qualified projects and programmes will be added into the annual and mid-term investment plans, ensuring Vietnam’s commitments involving site clearance, compensation, human resources and sufficient capital.

To speed up the negotiations, signing, approval and implementation of projects, the Deputy PM asked the Ministry of Planning and Investment to work with the Finance Ministry and relevant ministries and agencies to issue a Circular guiding the implementation of Decree No.16, as well as report to the Prime Minister on any existing obstacles throughout the process. 
The Finance Ministry will promptly fine-tune the government’s decree about on-lending for local authorities and a draft decision about on-lending programmes and projects while determining a safety level for ODA and preferential loans. 
Minh also urged to increase the monitoring over project appraisal and approval and asked the State management agencies to convene periodic meetings with donors to review the implementation.
According to Minister-Head of the Government Office Mai Tien Dung, as of May, 71% of the total signed ODA and preferential loans were disbursed. 
According to preliminary reports, ministries, sectors and localities need about 39.5 billion USD from ODA and preferential loans for 2016-2020. Most of the sum will be earmarked for transport, urban development, agriculture, rural development, environment, education, training, health care, and science and technology. 
The disbursed ODA and preferential loans between now and 2020 is expected to be 25-30 billion USD, up 14% over the past five years.
