Delegates make suggestions to improve investment environment in Hanoi
The conference on "Cooperation, Investment and Development of Hanoi City 2016" held in Hanoi on June 4 makes a chance for domestic leaders of ministries, domestic and foreign investors, domestic enterprises and international organisations to meet, listen, answer inquiries, and consult effective solutions for the Hanoi city.
Addressing the event, Minister of Planning and Investment Nguyen Chi Dung made a speech with the theme "Solutions to attract investment in Hanoi city".
The Minister said that in order to draw investment in Hanoi that will become a super city by 2030, so the development of 5 satellite cities will help Hanoi develop expanded areas, reduce congestion for the downtown area, while creating conditions for investors develop the fields of transport and real estate.
Secondly, Hanoi should become a green and creative city, not only green development, water and the environment, the city also should develop its green growth, especially in science and technology and scientific management to meet the development requirements of the locality and the country.
Thirdly, it is necessary for Hanoi to lead in the country in successfully implementing the undertakings of the Party and the State, especially the Resolutions 19 and 35 of the Government on supporting administrative reform and businesses.
Fourth, Hanoi city should develop turning into the peaceful and developed city, attract more businesses and foreign investors, promote understanding between the city's leaders with businesses and investors, facilitating solving problems related to business investment.
Minister Nguyen Chi Dung confirmed that his ministry will help Hanoi authority building specific mechanisms and policies to remove difficulties for enterprises and implementing investment promotion activities suitable with the city.
At the conference, Chairman of Vietnam Chamber of Commerce and Industry (VCCI) Vu Tien Loc had some recommendations for the city as follows: Hanoi should accelerate the reform of administrative procedures in some key areas that businesses are facing today, especially the field of tax (45%), social security (42%), and land (36%).
The city needs to strengthen the application of information technology in solving administrative procedures for businesses, Loc added.
Hanoi should enhance the effectiveness of the laws's propaganda and dissemination to firms, according to the VCCI Chairman.
He said the city also needs to boost the integration of information for businesses, in the context of Vietnam has signed several trade agreements such as the Trans-Pacific Partnership agreement, Vietnam - EU free trade agreement and Vietnam - Korea free trade agreement.
In addition, Hanoi should continue to strengthen the effectiveness of consultation with business, the business community in developing policies and laws related to the business.
Speaking at the event, Deputy of the US Embassy in Vietnam Susan Sutton recommended some measures to attract investments in the sector of high-tech applied health.
Deputy of the US Embassy in Vietnam Susan Sutton said: "I am very pleased that investors welcome Hanoi's commitments, however the city needs to evaluate the whole process of development and investment in Hanoi to create the typical connections. The Hanoi city needs to accelerate, reduce barriers and streamline administrative procedures in order to create opportunities for investors in Vietnam."
During the conference, Chairman of SUN Group Dang Minh Truong said: "Hanoi is located in the convenient area and is considered to be one of the two largest tourist centers of the country. In 2016, as of April, the number of international tourists to Hanoi reached 1 million arrivals. We propose that Hanoi needs to invest in developing the high-class park like Disneyland of Hong Kong, or Singapore ... for local people as well as tourists."
ADB Resident Representative in Vietnam Eric Sidgwick spoke about measures to attract investment in developing public transport in Hanoi.
He said that Hanoi should rearrange the overall urban transport and build its capacity to implement to achieve its objectives.
Eric Sidgwick also made recommendations to Hanoi on measures to attract private investors, building an attractive environment, through policies and regulations.
Vice President of the Taiwan's Institute of Information Industry III Tsai Chang said: "The science park with orchids has become the highlight of Taiwan's tourism industry. It has become the Taiwan's most beautiful heritage. Thanks to that, investors also pay more attention to the potential of Taiwan. Hanoi has also promising potential because the city authority is very interested in habitat landscapes, as well as the weather here is very suitable for production models like Taiwan. This is one of the Taiwan's strengths and we believe it is a suitable model for Hanoi."
Making a speech at the event, Chairman of the Korean Business Association in Vietnam Hang Ha Ryu said that according to statistics, at present, as many as 4,619 Korean businesses are investing in Vietnam and I believe that in the future this number will continue to rise further."
Among the investment locations nationwide, Korean enterprises pay a special attention to investing in Hanoi city, he noted.
Hang Ha Ryu stressed that for investors, Hanoi owns a huge potential, being the springboard for other countries to invest in the ASEAN region.
We are looking forward to drifting further interest of the city, and vow to strive for the development of the enterprise always accompanied with the social development, Chairman Hang Ha Ryu affirmed.
