Cooperatives in need of qualified human resources

In order to develop co-operatives after the amendment of the Law on Cooperatives 2012, the improvement of the quality of human resources is considered to be decisive.The Hanoi Cooperative Alliance has focused on the issue of human resources for many years.
Many concerns
 
Currently, the majority of cooperatives in Hanoi are unable to compete with other economic sectors due to small scale, limited scope of operation, falling short of credit and production facilites. Half of Hanoi’s cooperatives are found with unefficient operation due to these barriers, but the major one, according to expert, is the low qualified workforce.

In many cooperatives, the average age of members is up to 45 years old. Cooperatives are unable to draw the participation of young people.  The number of managers of cooperatives with intermediate or higher degree is only over 35%. The low skill management is hindering the cooperative restructuring, especially in the context of fierce competition.

Not only in the agricultural sector, the workforce of industrial and handicraft cooperatives is diminishing. Only 4500 people or one percent of Hanoi industrial workforce are working in cooperatives. Besides decreasing in number, the cooperative workforce are of low qualification. On average, only 1.5 university degree holder is now working in cooperative.

Increasing networking and training
 
Mindful of elevating the qualification of cooperative workforce, the Hanoi Cooperatives Alliance has focused on capacity strengthening and training.  Last year, the Alliance held 36 training courses for 2187 cooperative members at managerial level and accounting. Other eight courses on capacity building was held in conjunction with the Hanoi Department of Industry and Trade  for 304 cooperative workers. From now until the year end, the Alliance is expected to hold other 26 training courses.
 
In order for the collective economy to develop in accordance with directions and the amendments of Cooperative Law in 2012, the Chairman of Hanoi Cooperative Alliance Nguyen Quang Manh said the alliance has  supported half of the tuition fee for 40 cooperative managers taking part in the next managerial skill training courses.  The training courses have shown practical effectiveness by changing perceptions and enhancing professional management skills and changes in the operation of cooperatives.
 
In order to solve the human resource problem for cooperatives, the I wish the government to have  policies to encourage graduates of universities, colleges and young intellectuals to work in cooperatives. This can create a “new vitaility,” boosting the efficiency of cooperatives in the nation today - Hoang Dinh Vinh, Deputy Director of Department of Agriculture and Rural Development, the Party’s Department of Central Economy.
