Belgium helps improve capacity planning reform

Belgium commits €4.3 million of non-refundable ODA to support Viet Nam in strengthening the capacity in the planning reform.
The Governments of Viet Nam and Belgium have signed a specific agreement for the project “Capacity Development for the Planning Reform (CDPR)”.

The objective of the project aims to improve the preparation and implementation of the Socio-economic Development Plan through improved planning and budgeting for pro-poor and pro-growth policies and interventions.

The project focuses on the strengthening of the capacity of central level, provincial and some selected local authorities in the preparation, monitoring and evaluation of plan and budgeting through an improved legal framework, training of trainers, training of selected central ministries and key planning staff at provincial level, continued learning and sharing information on international planning experiences and best practices, as well as more in depth capacity building activities for selected sub provincial authorities.

The Ministry of Planning and Investment will be responsible for the implementation and management of the project.
