The National Master Program on the Development of Vietnamese Culture in 2023 - 2025 focused on five groups of objects and eight major missions.

The National Master Program on the Development of Vietnamese Culture in 2023-2025 has been approved by a decision recently signed by Deputy Prime Minister Tran Hong Ha.

The program will be implemented throughout the country and abroad in a number of countries with long-standing cultural relations with Vietnam, focusing on cultural heritage, grassroots culture, performing arts, visual arts, photography and exhibitions, film, library science, training, ethnic culture, culture for foreign relations, and cultural industry.

The main tasks and solutions proposed by the program include the completion of the legal and political system of culture, the sustainable preservation and promotion of national cultural values, the improvement of the efficiency of cultural institutions, the creation of a healthy cultural environment, and the improvement of people's spiritual life.
At the same time, it will also focus on developing the contingent of artists and intellectuals, training personnel in the cultural field, promoting Vietnamese cultural and artistic products of high value, and spreading the image of Vietnam, its people, and its culture to the world.

The program is aimed at world cultural heritage, national relics, intangible cultural heritage recognized by UNESCO, intangible cultural heritage of typical value or in danger of being lost; cultural institutions and spaces, mobile propaganda teams, border guards, children's entertainment places; writers, artists, intellectuals, management, training, and research personnel in the field of culture; enterprises, organizations and individuals working in the field of culture and art.

Specifically, the program will restore and preserve two UNESCO-recognized cultural and natural heritages and 15 severely deteriorated special national relics sites, while providing urgent support for the repair of about 150 national relics sites.
National thematic museums and a national artifact conservation center will be established. At the same time, measures will also be taken to strengthen the application of IT to accelerate digital transformation in the protection and promotion of cultural heritage values.
The Ministry of Culture, Sports and Tourism will be responsible for collecting data and reporting on the progress of the program while taking stock and proposing solutions to overcome obstacles in the implementation of the program.
Meanwhile, the municipalities are in charge of providing capital and land to construct cultural works.
