Hanoi speeds up Ring road No.4 project

Hanoi's authorities expect to complete the delimitation of the project area before November 15, paving the way for the site clearance.

Over the past two months, Hanoi's authorities have completed the delineation of 36 out of 58.2 kilometers of the No. 4 Ring Road project area or 60% of the total. They are on track to complete the process by November 15.

The Ring road No.4 project, seen as a national priority, is designed to have a total length of 112.8 kilometers and covers a combined area of 1,341 hectares.

It runs through Hanoi (58.2 kilometers), Hung Yen (19.3 kilometers), and Bac Ninh (25.6 kilometers), linking the Hanoi-Lao Cai expressway with the Noi Bai – Ha Long expressway.

With a total investment of VND85.8 trillion (US$3.7 billion), the project, once completed, is expected to bolster provincial connectivity between Hanoi and the northern provinces in the capital area.

Hanoi is currently working with other localities to ensure the progress of the project's implementation is on schedule for completion in 2026.

Le Tuan Tu, deputy head of the Project No.2 Department under Hanoi’s Project Management Board of Transport Project Construction, said the agency is drafting feasibility reports for sub-component projects, along with project area delimitation for site clearance.

"The target is to complete the delineation in November and submit the feasibility study report for the No. 4 ring road sub-component in 2022," Tu told The Hanoi Times.

Vo Thanh Binh, an expert from the consultant Transport Engineering Design (TEDI), stressed the significance of the delimitation as this would allow localities to start the site clearance.

According to Binh, the Ring road No.4 project areas cover multiple localities with different planning, “topographic survey and boundary marker plantation, therefore, are the foundation for the project,” he said.

“Only when the marker plantation is completed will we proceed with the site clearance,” he told The Hanoi Times.

Le Van Mang, a senior official at the Project No.2 Department, added the agency is striving to complete the installation in November and then hand over the construction sites.

Regarding the upcoming site clearance, Pham Ngoc Thanh, Head of Block 1 in Van Giap Village, Van Binh Commune, Thuong Tin District, said the district’s authorities had held meetings to seek public consensus.

“Those subject to land acquisition under the project areas have agreed with the compensation policy,” Thanh told The Hanoi Times.

"We are looking forward to starting the construction of Ring Road No. 4 soon, which is expected to boost connectivity between localities and lay the foundation for socio-economic development. We wish the project will be completed and make commuting more convenient for citizens," he added.

Urban planning expert Phan Truong Thanh stressed that the delimitation is vital for the authorities to carry out land clearance, while consultants could start working on a design solution to ensure on-time implementation.

“For the process to be completed, Hanoi’s authorities would need close cooperation between different agencies, most importantly, the support of residents,” Thanh told The Hanoi Times.

The Ring road No.4 project is designed to help Hanoi and its neighboring cities address existing shortcomings in terms of transportation-, and planning management, as well as create breakthroughs for infrastructure development.

The preparation process for such a project of high complexity is currently on schedule, which showcases the vast efforts from all parties involved, Urban expert Phan Truong Thanh said
