
Hanoi strives to create jobs for 160,000 workers and reduce the urban unemployment rate to below 4%, according to the city’s job creation plan in 2021.

To accomplish the above-mentioned goal, Hanoi continues to implement measures to restructure and develop industry, focusing on developing industrial production together with promoting technological innovation, and renovating production processes.
Under the plan, the city expects to effectively roll out industrial programs and projects, lure more investment projects into industrial zones as well as fostering craft villages in the direction of improving quality, efficiency and competitiveness.
Hanoi’s authorities will step up industry restructuring, promoting the development of hi-tech agriculture and organic agriculture to stimulate consumption markets.
The city will also concentrate on improving investment environment, solving difficulties for production and business, and thoroughly addressing petitions of enterprises, especially those on administrative procedures reform.
"The city will perform synchronous solutions to support the development of small and medium enterprises in the period of 2021-25, promoting start-ups and innovation," noted the plan.
Strengthening cooperation and linkage in the development of tourism products with businesses, industries, localities in the country and foreign countries is also a measure to boost job creation to be taken by Hanoi city.
In addition, building tours connecting Hanoi with other countries and with localities nationwide as well as implementing solutions to improve the quality of human resources, develop the labor market and create jobs; and executing group of solutions to increase labor export activities are considered as key to generate jobs in the city.
